First, you have to go to Celadon and beat Team Rocket to get the Silph Scope. Then go to Pokemon Tower and beat all the trainers, a Marowak, and Team Rocket again to save Mr. Fuji. Finally, Mr. Fuji gives you the Pokeflute, so now you can wake up the Snorlax and either catch or defeat it.
