Get the Mach bike from Rydel in Mauville. You have to go really fast and not crash over the cracks. You can practice on Cycling Road.
Ok that is right but a quicker way is to get the TM Dig and go where the cracks are and use Dig. It will take you to Rayquaza just like that.
