Beat lance and get all 16 badges.And a little heads up you need to have hm rock climb to survive in there and you catch moltres so bring ultra balls or master balls and you also beat trainer red in there so bring strong pokemon.

∙ 13y agoYou do not have enough badges. The guard won't let you through until you have all sixteen badges. You should also have talked to Professor Oak to get Rock Climb.
