Go to the yellow object in the center of the New City and press all the buttons until it opens. Buy the ground stomp feature and head on over to the guards. You will see a vent to the right of the guards. Go over to it and ground pound it! Now jump into it then you will appear right next to the mirror. Head on in. Believe me, it took a LONG time to figure this out!
