Well you need GBA games the have regigias's brothers regice, registeel, and regirock. Then you transfer them to diamond. Then you take them in your party Pokemon to snow point temple to regigias and you have to capture him.
Note:You can't go into the snow point temple unless, you defeat the elite four.
