Note:THIS GOES FOR black and white!

Even though you are asking for Pokemon white, I will answer, I've got Pokemon black, but it is the same sort of thing. When you first enter black city/white forest (back has the city and white has the forest), you will already have some visitors, depending on your game progress, you can then get more visitors by doing entralink with the opposite version and go into their black city/white forest (with a white's forest if you've got black or with a black's city if you've got white) and talk to people in the city that don't appear to the player living in that world, only you can see and talk to them. Some of them you talk to will ask you to invite them to your special place, exclusive to black or white (black city/white forest) in your case: your white forest. Select yes and they'll say something then go off (to your white forest in your case). Do this to lots of people A.M.A.P (As Many As Possible). You'll find them in your white forest when you get back to your own world, you'll also find that more stuff has been added to white forest. Keep doing this to unlock more wild Pokemon and eventually, the grant to battle trainers (if you do this for black city, you unlock more trainers to battle and eventually a building where you can buy special/rare items) Happy developing! (Note: this works for black but you need to do entralink on white)

How do you make the white forest grow?

You have to connect with someone with black and go to their black city (via extralink) and talk to their residents and if they want to go to white forest say yes and they will go to white forest. The more residents you have the more white forest grows.
