How do you get rock climb Pokemon soul silver?

To get Rock Climb (HM08), you must first collect all 16 badges in the game. After you have defeated all 8 Kanto and Johto Gym Leaders, head over to Professor Oak's lab in Pallet Town. He will then give you Rock Climb.
To get rock climb in SoulSilver, you must first have all 16 badges. Then, Professor Oak will call you to give you a gift. That gift will be the HM rock climb.
It can be obtained from Professor Oak after you beat the trainer named "Blue."
