Many methods are available for obtaining Shiny Pokemon in Omega Ruby and here are all of them:
#1 Chain Fishing: Chain Fishing involves players utilizing a Fishing Rod in any location and ensuring that player always hooks a Pokemon. Each time the player successfully hooks a Pokemon a chain will begin occurring. The higher the chain, the more likely a Shiny Pokemon will appear. To increase your chances of hooking Pokemon ensure a Pokemon with Suction Cups or Sticky Hold is first in the party. When a player hooks a Pokemon the player is allowed to Run from the Pokemon and will not affect the chain.
#2 Masuda Method/Breeding Method: If two Pokemon are placed in the Daycare and are compatible with another they create an Egg. If one of those Pokemon is from a foreign region from the Game Cartridge the chances of hatching a Shiny Pokemon increase. The two Pokemon cannot share the same region otherwise the Breeding Method will not activate.
#3 DexNav Chaining: The DexNav is an application that can be utilized to help find Pokemon on any location that Pokemon can be found in. Once a player finds at least one Pokemon in that area and captures it, the DexNav can be used to force the Pokemon to appear. On the DexNav screen tap the icon of the Pokemon you want to find and hit the Search button and wait. Eventually a black shadow of a Pokemon will appear and now you must use Sneaking to reach it. To Sneak hold down the Circle Pad very slightly that way the player character moves slowly towards the Pokemon. Once you reach the Pokemon defeat it in battle then the chain will begin. Now repeat the Search for the same Pokemon and repeat Sneaking multiple times to increase your chain and your chance of finding a Shiny Pokemon. Keep in mind you may not Run from battle and Repels are required to keep the chain going.
#4 Soft Resetting: This method is only useful for one time only captures such as Legendary Pokemon. Save the game prior to speaking or finding a Legendary Pokemon then speak to/find the Legendary Pokemon. If the Pokemon doesn't glitter hold down L+R+Start+Select to Soft Reset the game and try again.
#5 Horde Encounters: A special type of encounter was introduced in Pokemon X and Y called Horde Encounters where (typically) 5 of the same species of Pokemon will attack you simultaneously. It's possible to force a Horde Encounter and increase your chance of finding a Shiny Pokemon since there are 5 individual chances of finding a Shiny Pokemon. To force a Horde Encounter have a Pokemon in the party use the move Sweet Scent while standing in an area where you want to find certain Pokemon that appear in hordes such as Bagon in Meteor Falls. Each time an Horde Encounter occurs if none of the Pokemon are Shiny you may Run from battle and repeat forcing Horde Encounters with Sweet Scent until you find a Shiny.
You can also trade with other players that have Shiny Pokemon using the PSS.
