you cant. but you can get a shiny starter by having LOTS of luck and what u do is, while u are about to choose your starter you save it so if you don't get a shiny, then you can soft reset it and keep trying. your chances are like 1/8193 or sumtin like that. so maybe if u have a friend that's always lucky like that, ask them to play it once and see if they get it.
