There are two ways of becoming a Skitty in Pokemon Mystery Dungeon. The first is to be determined as having a Hasty nature in the Pokemon personality quiz (taken at the beginning of the game). The other is to choose Skitty as a leader in your team (giving you the ability to control it completely, just like your starter Pokemon).
For the Pokemon personality quiz, here are the questions and the s which give you the best chance for becoming a Skitty. Note that Skitty is a female-only Pokemon. You cannot become a male Skitty.

There will be times when you encounter other questions than those listed here. Of course, there are other questions that will not have any contribution to the nature of Hasty. Simply those questions in any way you want. If your Pokemon personality turns out to be another Pokemon, take the quiz again. However, it should not take long until you get Skitty. Remember to choose 'Female' at the end of the quiz.
However, you may wish to be a different Pokemon from the beginning. This, too, is okay as later in the game, you have the opportunity to become any one of your recruited Pokemon (including your partner).
Firstly, you must have recruited a Skitty. Once you have defeated Rayquaza and have finished the main plot of Mystery Dungeon, you have the option of selecting new leaders. This can be done by visiting the Pokemon leader-to-be in their Friend Area, adding them to your rescue team, then coming back again and selecting them as the 'team leader'. Note that you do not have to visit the Friend Area; you may change leaders from the list that comes up just before entering the Friend Areas, or in a dungeon. Simply talk to the Pokemon in the Friend Area (or select it from the list) or select the 'Team' option from the dungeon menu and select the Pokemon you wish, then the text which says 'Make Leader'.
You may easily revert back to your original leader by doing this same process, just on the Pokemon you were before.
