How do you get ss goku in Dragon Ball Z budokai 2?

To get Dragon Balls you have to play story mode( I'm not sure if vs. mode works) and some times you can break a building, the dragon balls are hidden in there, so you get the dragon balls automatically.

You have to dig after them while standing on any of the spots on the map. If you don't find a dragon ball on one spot, it's not there, so don't try to dig the same spot twice or more in vain ;) You can specify the dragon balls' locations by finding a dragon radar. The radar will show you where the balls a buried

well there's 2 ways on how to get goku to turn super saiyan. 1 way is for letting krillen die when your on namik on dragon mode. another way that i did was to go in and go out (in the skill shop where there's bulma.)until u find a super saiyan 1 for goku. (thats how i did it)

after collecting the 7 dragon balls save befor summoning shenron then summon him if its green shenron turn off game then try again if its red shenron he will let you get chi chi hop this helps

You can't get fusions. You can fuse items though. If you want to fuse characters all you need to do is have 3 blast stocks and do L2 + right directional button + R3. This lets you do the fusion dance. To do the potara fusion, you must have also 3 blast stocks and do L2 + left directional button + R3. But you must have the right characters ( i.e. Goten and Trunks, Goku and Vegeta)
