Go to ECRUTEAK City.. Go to the Dance Center and talk to the guy with the hat inside. He says that if you beat all the Kimono Girls (the ones on the stage) he'll give you a special gift which is HM03- Surf. They each have one of the the 4 evolve forms of Evee.

∙ 13y agoIn the original Pokemon Silver game, you have to beat all the Kimono Girls in the Dance Studio in Eqruteak City, and then talk to a man in the Dance Studio who will give you Surf (I think he is standing beside a pokemon). In Soul Silver they changed it a little. You then have to beat a Team Rocket member who is bothering one of the Kimono Girls, you still get Surf from the same guy.
