How do you get the 8 Kanto gym badge in heart gold?

It's in Viridan City. Blue's the leader. If the old guy is blocking it, go to Cinnibar and after beating Blaine talk to him (Blue is the spiky haired guy standing next to a wall), he will go back to his gym.

When you Surf on Route 26, You will be in the Kanto Region, where the Elite 4 is.

You cannot explore the Kanto Region until after you beat the Elite 4 and the Champion.

After you defeat the 5 Elites and restart, after the credits roll, you will be in your room in New Bark Town. Go see Professor Elm and he will give you the S.S. Ticket which will let you board the ship called the S.S. Aqua that will take you to Vermillion City in the Kanto Region.
