If you walk to Snowpoint City on as you hit the tougher blizzard you will find a house with a hiker in it, when u talk to him he will say that he lost the Hm outside somewhere, It is just above the house beside a tree, then to get a icycle plate go back and talk to him and u will obtain the icycle plate and keep the HM. :)

You can get the HM rock climb on the road to Snowpoint city.

Well, you know that snow-covered route that leads to Snowpoint City? The one that's in a horrible blizzard? Well, rock climb is in one of those poke balls you find on the grounds sometimes, sort of sticking out of the snow. You will find it about 3 or 4 spaces behind the little cabin in the front left of the blizzardy area.

beat all gym trainers then go to pro. oak and he will give you rock climb

It's the same in both Heartgold and soulsilver with this... Once you defeat the VERY last gym leader in Kanto Prof.Oak should call you and then fly to his lab and he'll give you HM rock climb
