Cyrus does give you your first ball but if you need another one you could either use AR or try out that Lottery Ticket thing in Jubilife City. It's really hard to get but if you happen to get first prize you should get a Master Ball. And also I heard from this other site that if you give the Pokemon to that news paper guy (the one he wants) he'll give you another Master Ball. But I'm not sure. You could try it! Hope I helped.

Actually the newspaper guy in solaceon town gives you five nest balls or another mediocre ball like that
You can get the first Master Ball from Leader of Team Galactic-Cyrus. The other from the Mystery gift in Jubilife City.(Go into the TV building and speak to the guy who interviews you. Say "EVERYONE HAPPY" then say "WIFI CONNECTION" He should give you a mystery gift. It is on the menu screen when you start the game up again.)
The next way is the most difficult-you have to win first prize at the Lotto Corner at Jubilife City. It is very annoying so I suggest saving before you draw your ticket then seeing if you have the Pokemon ID. I you have, switch off and get that Pokemon. Then go back to draw your ticket. I usually get 3rd or 4th place. I wish you loads of luck on that one!
Another idea, you could migrate a Pokemon holding a Master Ball from FireRed, LeafGreen or any other Pokemon Game for the GBA. I migrated a Lapras from FireRed holding a Master Ball and caught a Cresselia with it.
Some people say that you can also get a Master Ball by going into the house next to the Poke Center in Solacean. You get the Pokemon the newpaper man wants, loads of times and he will give you a Master Ball. I'm not sure if that works, but it worth a try.you get it after beating the team galactics boss in there HQ at veilstoneYou get the masterball from the Boss Cyrus toward the end of the game, after you beat him he talks allot then says here you take this i have no need for it anymore or some thing like that and he gives you the masterball. You only get one masterball in the whole game so use it wisely.
