How do you get the TM 21 in emerald?

TM 21 (best known as Frustration) can be obtained by having a Pokemon that hates you with a passion at the front of your party and talking to the old man in the bottom left-hand house in Pacificlog Town. You'll recognize it with two Azurill inside.

you find it at the safari zone. you go to the far northwestern part and surf on the water until you find a small outcropping with TM 22, solerbeam on it. Good luck XD

You cannot get Transform as a TM. Transform does not exist as a TM in Pokemon Leaf Green, nor does it in any other Pokemon game.
