There is only 1 dig in sapphire. Just go to the fossil maniacs house and his brother will give you TM dig. However, if you lost it, trade with somebody's Pokemon holding TM dig.
In Fallarbor Town, go to the left. You will see a house with the sign "Fossil Maniac's House". Enter there and talk to the little boy and he gives you the TM for Dig.
