There is no card key in saffron! if you are trying to get in the saffron building or tying to get on the train this is what you you do:
1.Go to the pink house and go upstairs. A little girl will wine over a poke doll she lost. You then need to find it.
2.To find it you go to vermillion which is south of saffron. Go to the fan club and there is a fat guy with red pants and a tank top talk to him and he will tell you a story on how he found it and its his best friend. He then goes this is a girls aww i feel bad take it to her please.
3. You take it back to the girl and she gets happy and gives you a train pass which can be used a infinite amount of times.
To get inside you need to defeat team rocket because there are some secrets in this building...

How do you get to the Saffron city Gym leader?
You have to go in Silph co in Saffron city and on the 11th floor you will see Gary and another person. Defeat Gary and talk to the another person and he will give you Lapras and just to tell you make sure have the card key.(You'll get it from a Team Rocket Member in the 3rd floor) After you beat Gary and get Lapras go straight down then up use the card key for all 2 of the doors then you will see Giovanni talking to the president. Then defeat Giovanni and the president will give you the master ball. Now you can go in Saffron city gym.
