If you mean for the thirsty guards that stop you getting into Saffron; you can can get Tea from the old lady in the Pokemon Mansion in Celadon.
If you mean drinks for healing your Pokemon, there is a vending machine on the roof of the Celadon department store that sells Fresh Wtaer, Soda Pop and Lemonade.
