There are only 7 HMs, however there are some TMs that have an effect outside of battle. They are headbutt and rock smash. Get headbutt from a guy in Ilex Forest and Rock Smash from the Cafe in Olivine.

The ice cave where you meet Lorelei and beat up some Rockets is where you'll fifn HM7 Waterfall. There's no such thing as a HM8 in LG/FR.
