All you have to do is leave one spot in your party open and then have your main Pokemon have a strong friendship and then you go and talk to him and he will give you Togepi! * you can also just trade the one the ex-Cipher scientist gave you in Pokemon XD if you (after purification) didnt give it back to him for an Elekid. though the above answer is the easier way lol
