You have to go through the Pokemon Tower in Lavender town. Battle all the trainers and talk to Mr. Fuji (the old guy after all the Team Rocket grunts) and he will take you to his house. Then talk to him and he will hand you the pokeflute.

∙ 13y agoYou talk to the guy at the Kanto radio tower in Lavender Town. He will install the Poke Flute channel to your pokegear radio. The channel is at the top of the middle dial. You must be by a Snorlax if you want it to take effect. Or if you just want to listen to it you can just click it and it will play while you are playing the game.

∙ 14y agoThis one is very tricky. It is not an actual flute, but an application on the pokeradio. Scan the channels until you find the pokeflute channel and it should play the pokeflute music while you walk.

∙ 10y agoAlright. To receive the Pokeflute. Well, just to let you know, the Poke Flute doesn't really exist, it is a radio sound on your PokeGear. To install the PokeFlute onto your PokeGear, travel to Lavender Town and enter the Radio Station. Next, there should be this man in the lobby that will install the PokeFlute onto your PokeGear. To get to Pewter City, you must wake up Snorlax. To do this, put the PokeFlute sound on so you can walk around with it on. To activate the flute, manually, move the service dot to the top of the radio. Go to Snorlax, talk to it, and it will wake up! Try to capture it as well
There ism't really a pokeflute in Soul Silver persay. However, I believe somewhere in Lavender town, there is a man who tells you about the pokeflute radio station. Just have it playing when you interact with the snorlax.
