In Pokemon Platinum you can obtain the PokeRadar along with the National Mode for your Pokedex. You can get the PokeRadar when you have seen all 210 Pokemon in the Standard Sinnoh Pokedex. Then, go to Sandgem Town and talk to Professor Rowan and then Professor Oak from the Johto Region will come in and upgrade you Pokedex with the National Mode, then he says he will be in Eterna City for a while. After that, Rowan will give you the PokeRadar, which can locate Pokemon hiding in grass patches. Professor Oak will then leave the Pokemon Research Lab and go to a house in Eterna City.
