if u have the all pokeballs cheat activated, you will get safari balls too, which makes the game think you are in the safari zone. When you start your game with that cheat, turn off the gameshark, get rid of all your safari balls, then hit retire. You SHOULD be able to save after that.

There is none. If you use a gameshark code, you can get in it, but otherwise, the Fushia City Safari Zone is forever closed. There are no Pokemon in it anyway. They were never progammed. The developers didn't want another glitch city, so they blocked it. It only appears as a remnant.
