you need to get surf from the safari zone to get HM 03 surf and use surf to get cinnabar island, then go to the burned out biulding and explore until you find the secret key you'll need to press the hidden switches on the statues to do this. then you can enter the gym and fight all the trainers.

∙ 12y agoTo get the seventh badge you'll have to get the HM surf from the safari zone in fuchsia city and then go to pallet town and surf to cinnabar island and then go into the Pokemon mansion i think and retreve the key to open the seventh gym.
