Shoal cave is above Mossdeep city.. It can be dry or flooded depending on the time and tides... there is an old man inside the cave who will ask you to get 4 shoal salts and 4 shoal shells.. during high tide(when cave is flooded) you can get the shells. during low tide (when cave is dry) you can get the salt.. bring these to the old man to get your shoal bell

^ Moron. Anyway the way you get the Shoal Shells during High Tide. If you got a message at the start of the game that says "The internal battery has run dry. The game can be played however clock based events can no longer occur." The high tide/low tide system is a clock based event. certain times of the day are high tide. and certain times are low tide. If you didnt set your clock to the right time at the begining of the game you're not gonna have an easy time getting the Shoal shells...

∙ 13y agoIt is in upper side of mosdeep city, it changes its water level sometimes you will get shoal shell in low tide and you will get shoal salt in high tide, I hope that helps you:)

∙ 14y agoWhen you enter shoal cave if you notice sometimes the water has flooded the cave and sometimes its dry, when its dry look around for a ladder that will take you to an ice portion of the cave.

If you obtain in the cave and give him four of each Shoal Salt and Shoal Shells, he will give you a "Shell Bell", and thoes items are renewed every time you leave the cave. You can easily obtain Shoal Salt around the cave, but I have not yet assotained Shoal Shells, I think they are thoes light blue rocks you see on the higher levels of the cave, but I havn't had the ability to get them.
