After you get the Master Ball, go to the dance studio in Ecruteak City. You have to beat the ladies in the kimonos. They have all the Eeveeloutions, except for Glaceon and Leafeon. After you beat them, they give you the bell. :)

∙ 14y agoif you mean the tidal bell for lugia you need to get all 8 badges then elm i believe tells you the kimono girls are looking for you, you then need to battle all of the kimono girls in a row and win they then give you the tidal bell

∙ 13y agoTo get the sooth bell in soul silver you have to defeat all the kimino girls. Before you can do it you will have to have visited every city and town in jhoto. When you've defeated the kimino girls they will give you it.
