Pick up HM06 (rock smash) in Mauville city. Smash the boulders in Rusturf tunnel (between Rustboro and Verdanturf) and the man and woman can see each other. The man should give you HM04 (strength)then and there. If he doesn't go to Wally's house in Verdanturf and talk to the man again in there. Hope this helps.
