This part of the game gets very confusing with quests needed to be finished in different towns at different times, but don't give up!
You have to get the silph scope. This is found in the team rocket hideout in the game corner at celadon city.
You'll see a team rocket member in the game corner in front of a poster who will battle you if you talk to him. Once you defeat him and he moves, you can examine the poster and reveal the entrance to the hideout.
Solve the dungeon and defeat Giovanni at the end to find the silph scope.
This enables all enemies, including the ghost that blocks your way, to be 'identified' and battled normally.

On Pokemon emerald how do you get moltres?
Its impossible. The only way to get a moltres is to get it in pokemon leafgreen or firered and catch it on island 2 (I think). Then you beat both games (beat elite 4) and finish pokedex in pokemon firered/leafgreen. Once you did that, you have to trade moltres into emrald. You can only do this with gameboy SP's and regular gameboys, and you need a wireless connecter (or with wires, doesnt matter). thats the only possible way to get moltres in pokemon emrald. Have Pokemon Firered inserted 2. go to valley windworks and with the firered game is inseted there is a 10% chance of elekid appering in the grass. 3. when capturing elekid there is a 50-50 chance of him holding an electrizer item. thats the only way to get an electrizer unless you trade it from another game .... hoped this helped!
