For Red/Blue/Yellow- go to the top of the celadon department store and buy a drink from the vending machine. the, take it to the guards.
For Fire Red/ Leaf Green- obtain the tea from the old lady on the bottom floor of the mansion. then, take it to the guards and they'll let you pass.
DON'T GET THEM MIXED UP!!
First you must stop team galactic and battle a Pokemon legendary (not sure of the name) but is a blue dragon. After you have defeated or captured this Pokemon, you can goo back to the guards and they will let you by.
