First, it is recommended that you use a max repel when you reach sky tower because it makes it easier to beat when there aren't wild Pokemon battling you all the time. Then, use a mach bike to get over the weak spots in the floor. You have to build up speed, however, for two or three steps. When you have gone through the second floor that has weak spots, which is the fourth overall, i think, you go down one of the holes at the top, which will drop you down in front of the stairway that takes you to rayquaza.

∙ 12y agoYou have to get a silph scope from Giovanni in cerulean city(beat the grunt looking at the poster in the game corner.) Once you peat the grunt press A on the poster and a staircase will appear. Progress through Rocket's base and face Giovanni. Once you beat him go back to the tower in lavender town. When you get to the top there is a lvl 30 ghost who will turn into marowak. Defeat him and you can then go through the staircase.

and the third room is right there. battle team plasma and you will the fourth room and there will an obstical course you have go through,after you go through it there will be stairs. now your at the top.
