How do you get through the Deep-Sea Current in Pokemon Mystery Dungeon Blue?

"first you beat all missions and than when it asks you to save say yes then go to wiggulytuff and wallla" I actually thought that you had to beat all ESSENTIAL missions, save, then the Silver Trench (Dungeon where Lugia is located) would be unlocked, and after you navigated all 98F's, you would find Lugia on 99F, beat him, recruit him, and you would get the Friend Area Deep Sea Current automatically. You can't really navigate the Deep-Sea Current - it's simply a Friend Area that is home to the legendary sea Pokemon, Lugia.
