You can't. You can only get Tornadous in Pokemon Black version. You could get Thunderous in only white version. You can get Tornadous in Pokemon black by talking to the old lady on route 7, seeing Tornadous after the old lady shows it to you, and luck ...( sort of ) . When you search for Tornadous you will search for a route that a storm is occurring at. When it is raining and you are in the grass , put a Pokemon that is a lower level that 40 ( preferably 38 or 39 ). After each turn he will flee. If you lower his hp, the next time you encounter him he will have the same hp. It took me 17 times of meeting him before I captured it. i suggest doing this at night and using a Dusk Ball.
