Gamera is not in Godzilla Unleashed so it is impossible to unlock in the game, because of copy right laws between Daei and Toho. Gamera`s wire skeleton is in the shipping version for the Wii,but it is impossible to unlock him. unless you modify your Wii and Hack into Godzilla Unleashed.

play as a gdf and go to the stage soloist in Sydney. When your there, destroy these three giant ice cubes just outside the barrier by shooting them and complete the match. After that return to Sydney for a level called Solis of Ttitanosaurus, defeat him and he will be available for purchase.
