First:
Get the National Dex from Prof. Oak in the Olivine port entrance.
Beat the Elite 4 Rematch (Lv 58-75)
Pass the two tests Baoba throws at you. (Catch Geodude and Sandshrew IN THE SAFARI ZONE)
Wait for him to call you. He will say something about "I found a new way......"
Then he will tell you about the blocks.

∙ 13y agoit is already open, but to get the ownership of the safari zone you have to go in the safari zone and catch a geodude and then hell call you later and tell you your next challenge.
