You can't get to Cinnibar Island from Saffron City, so hopefully you have HM's Fly and Surf.
It's pretty simple, just use fly to get to Pallet Town ( your hometown ) and go South until you reach the sea. Just use Surf and basicly go South the entire time. If you were looking forward to the Gym there, it's locked. The key to the Gym is inside the Pokemon Mansion. The Mansion is right next to the Gym, but the key is a little hard to get to. Here's some tips :
Give the Cleanse Tag ( if you have one ) to the first Pokemon in your party and then use a Max Repel in the Pokemon Mansion to fully repel Pokemon.
At the end of the Pokemon Mansion, the key is in a Pokeball on a table, so you know what it looks like.
Instead of wasting your repels walking in circles, try searching a walkthrough on the Pokemon Mansion. That's what I did!
