To be honest you can't really do that the only way is to FLY or use CHEATS that's all, but i prefer Surfing and SAILING there because flying is good too!
im not sure if u had the same problem as me but i couldn't find the guy at his home because we was still back where i left him at slateport so u might want to look for him there and then take him to dew Ford
