unfortunately you can't but you can get to johto island. you have to beat the 7th gym (blaine cinnabar island) then you talk to bill and he takes you to island 1,2, and 3. (that's still kanto). then you have to beat giovinni the 8th gym beat the elite four and catch 60 or over Pokemon. then you are the champion. talk to professer oak and he will give you and Gary the kanto/johto dex (national dex). then go to vermellion city and talk to the sailor (of the ss. anne). he will ask you to go to 1 2 or 3 island. choose 1 island and talk to celio. he will give you the rainbow pass talk to the sailor and go to island 4,5,6, and 7 and your in johto.
