There is no way (that I know of) to get to Pewter City from Cerulean City. However, there is a second way to get to Pewter City which is through Diglett's Cave (just west of Vermilion City. But blocking that cave is a sleeping Snorelax that can only be waken up from his sleep if your character is playing the "Poke Flute" channel on his/her Pokegear radio that if obtainable in Goldenrod City after completing a five question quiz at the desk on the ground floor. The "Poke Flute" channel is located at the top of the radar. In order for the Snorelax to wake up play the Poke flute channel on the Pokegear radio and then walk up to the Snorelax and click the ''A'' button and it should wake up and battle you. Once it is defeated you will be free to come and go through the tunnel as you please.
Tip: that is one of the few opportunities in the game to catch a Snorelax
make sure to have a Pokemon that knows cut with you because there is a small tree bocking the path at the other end of the tunnel
