first you have to get the pokeflute then go to diglets cave and wake up snorlax and battle him then when you are finished go to the other side of diglets cave and you shoud be able to get to pewter city

The only way to get to Pewter City is through the diglett's cave. The path at the end is blocked off by trees because the creator didn't finish the game.
