Well after many many hours on trying to figure this little predicament i have finally got the solution.
Step1: Find a gypsy caravan
Step2: Assault the gypsy viciously until you obtain gypsy tears.
(NOTE: Handle the gypsy tears with CARE otherwise all your Pokemon will become Jews [NOT GOOD])
Step3: Bring the gypsy tears to Prof. Oak and watch as he creates a portal to the city of sootpolis.
