well as soon as you get surf you go to the river right next to your house and surf but you really cant get through tohjo falls because you need waterfall to get over the waterfalls and if you do have waterfall you can get through tohjo falls but i forget when you get strength and you get rock smash from the chubby guy on route 36 hope this helps alot =)
