First to get to the Elite four you need to beat all 8 of the gym leaders. Then you Can fly to Viridian City and go on Route 22. You will soon run into The Pokemon League. Walk into the building and keep going the will be people as you keep going through the building stopping you and asking if you have certain badges if you do have the badges they will let you pass and than you run into the Elite four.
