You go to Oreburgh when you have the Hm Rock Climb,Surf ,Strength and Rock Smash. You also have to have a bike from Eterna. You go up until you see stairs going down and steep muddy road. You go up that with your bike and then get off. Then you go to the right and you see a cave and you go in there. Then you see some water and you Surf on that. If you see stairs going up don't go up there. Then you see some rocks and you Rock Climb that and then you go up the stairs. Then you keep finding an entrance until you see this place called steel pillar. You can find Palkia or Dialga and the boss you defeat two bosses and the final boss at the end then you battle Dialga or Palkia.
