How do you get to the ice path in Pokemon HeartGold?

Stop Team Rocket at the Radio Tower in golden rod city.
By far its quite an easy task to complete. Push the boulders into one space each then if following my instructions you should be able to skid along the ice until reaching the center where there is a ladder. I'm talking from years of experience in Pokemon; but was this question really necessary? I got it in like 2 minutes

After beating the ice gym (Mahogany Town) head east and you should (after beating the trainers) come across it.

Go right of Mahogany Town after you beat the Gym then Go pass the Route to a Cave entrance go into the cave and you are at the Ice Path

It kind of depends on the trouble you have, but you're probably having trouble on those areas of ice. Trust me, I had trouble. The first areas are easy. On the first area simply follow the path. On the second you go up, then to the left, then up, left, down, left, up, right. The next part is tricky, the part most people get stuck on. you have to know the hm strength. After you get to the ladder on the left of the latest icy area, go down into a somewhat large room. There's a few holes and a ladder leading below the floor. Use strength, and push the stones into the holes. Certain stones go into certain holes. After you do that, the path is easier, and the road to blackthorn city is revealed. Tip-Capture all the Pokemon in there. All the Pokemon in there are ice-type [except zubat]. You'll need ice-types to defeat dragon-types, a.k.a. Claire the the dragon gym leader. If you catch delibird, give it some TM's or hm's since it only knows present.

If you are having trouble

with the boulder part,push the boulders to the right holes and you will know the rest,trust me.

you must use the TM stength to move bolders through the holes . then push the kenomo girl out of the ice

There is only one Ice Path. That is the one east of Mahogany Town. There are other places with ice, such as the Seafoam islands, but no second Ice Path.
