to get through the silph co you need to explore the floors until you find the card key. the card key unlocks a door on the third floor, which has teleporters which lead to a rival battle and a bed to heal in (i suggest you heal first!). after the rival battle, talk to the person on the left and you will get a rare Pokemon lapras. go into the teleporter on the bottom right and you will find yourselves but one battle away from Giovanni, and the master ball.

You will have to get to the top floor of the PPokemon tower where you will fight a level 30 Marowhak. (Assuming you have the sliph scope from the Team rocket base in the Game Corner) After that you go to the final floor and go through the grunts and talk to the man at the end, he will give you a poke-flute and then the Silph Co. building should be unblocked.
