you cant for a while but later on team rocket ar their and u have to fight your way to the top their are three bosses but you shoud make it its quite easy but i had all three starters hope it helps

uh, no, that is not correct.
You cannot access any floor other than the ground floor of the Kanto Radio Tower.
You can however hack and proceed to doing so. As to how you will have to find it yourself.

I posed this question becuase the answer was really hard to find. If silph co has no people in it at all it's because you have rotom in your party. Silph co's main purpose is to transform rotom, but when you enter the building with him in your party the place is vacant. All you have to do is go in without him in your party and there will at least be a man at the desk.
