All you have to do is defeat all 8 gyms and get the HM Whirlpool and teach it to a Pokemon then BOOM. Go to whirl islands and go to party and click on Pokemon that has the move and click whirlpool or press A when your in front of a whirlpool and it says "Do you want to use Whirlpool" and you say YES.
Now go through past where the whirlpool used to be and you will find a cave and go in it. Now your in the WHIRLPOOL ISLANDS.

∙ 12y agoyou need a pokemon that knows whirlpool so you can get past the whirlpools onto the island. if you are trying to catch lugia there you must get all the badges and talk to the kimono girls at the dance theatre, they will tell you to meet them there.
Finding lugia is a different process though. i would suggest looking up a walkthrough in case you get lost in the cave, you also need a pokemon with surf.

∙ 13y agoWell, if you're gonna get Lugia, but then the place is like a maze, so look around. Well, if you wanna know where to go, go to the top right island, since there are only four, and then go up, down the cliffs, and look around for a random ladder that should lead you to a place that has a huge thing that goes down. Go down to the bottom, then you should see a lake, then a door. Go in. Kimono girls will dance. Lugia will pop up, then battle and catch him/her. Sorry if I was late. Don't comment on this. Thanks!

∙ 14y agofirst go to cianwood city then use surf then there will be three caves blocked by whirlpools so u need the HM Whirlpool try all three caves and one of them leads to whirl island
