How do you get to vermilion city in leafgreen?

First, you need to collect all of Johto's badges and defeat the Elite Four (and I believe you need to catch/faint Lugia first, as well). After that, go and visit Prof. Elm, and he'll give you a ticket to the S.S. Aqua in Olivine City. Just get on that boat! It'll take you straight to Vermillion City in Kanto.

In Cerulean City there's a house in the east side of the city. A police officer is standing in front of the door. She won't let you in. So you have to defeat Gym Leader, Misty. Once you are done, the door will be free. Enter the house. You will see a hole at the back side of the house. Exit the house and beat the team rocket unit in the yard. He will give you the stolen TM DIG. Follow the path south until you get to the underground path. It will lead you to Vermilion.

When you get all the gym badges in johto you get a phone call from professor Elm you go back to new bark town and go to the lab you get a ticket for a boat then you go to Olivine City harbour then they will ask you for your ticket (BUT you must of caught Ho-Oh) once your in there will be a man panicking about his grandchild she will be up beside the captain but there is a man who will not let you through unless you get the sailor you go back to the start and on the very first door on the bottom there will be the sailor then fight him go back up to the man and he will let you though then go up to the captain's room and there will be the grandchild then she will play hide and seek with you and then find her after all that they will announce that you are in Vermilion City.
