In the third room you'll need to focus on the red button on the bottom right. When I was finally able to get to Volker the platform (with said button) had it's exits facing north, south, and east. Leave that platform, and you should be able to cross the bridge on the right and reach Volkner. But first go around and make sure you have defeated all of the trainers in the room so you don't lose track of what you're doing.

Everybody knows the first switch right?Ok,if you go the 2nd room you go step on the blue switch on the left,step on it 3 times than exit.Go up the stairs,battle the school boy,step on the blue switch,go right to the green one,then exit.In the 3rd room,step on the red switch once,get off it and go to the one next to it,step on the red switch that is on the left,then get off and go to the stairs.After the stairs,go past the gear and go past the guitar guy,step on the green switch twice,then go to the blue switch.After stepping on it once,exit.After that,go down the stairs to the red switch,step on it then go back up the stairs to battle volkner.

you go to the Gym but Falkner is not in the gym and there is a guy blocking the way in the Gym.Then he will explain where did he go and about that he was one of Sinnoh's Elite Four. Then you go to this tower in the Southeast then you go in a elevator.You will see Volkner look out in a window or a Telescope.He will talk to you then he will return to his Gym.
